Process :: Bill to Law :: Filibuster

A special privilege Senators have is their right to filibuster.

Filibuster means Senators are allowed to speak for as long as they like on the Senate floor as long as they follow two rules (1) they must remain standing and (2) they must stay in the Senate chamber.

The longest filibuster in Texas happened in 1977 by a state Senator who talked for 44 hours! (Senate Kids).

Why do you think a Senator would want to talk for 44 hours? Below are three reasons why a Senator may filibuster. Can you think of any others?

Fun Fact: The word filibuster comes from "filibusteros," a term used by Spanish and Portugese pirates who held ships for ransom in the early 19th century. (http://www.c-span.org/guide/congress/glossary/filibust.htm)
